Default New soldering Iron help?

I just got a new soldering iron from sears it's a 45W and I cant get the solder to stick to the tips? I tried letting get up to temp and keep cleaning it on a wet sponge I even tried sanding,wire brushing and filing it clean with no luck on the two. The one tip I got it where it was accepting the solder then it just turned black and no longer would take it? I tried sponging,and more filing but im just having a hell of a time.
Im no solder master by any means,but my other iron was a 30w crafstman and it still works fine,but this was bought like 8yrs ago maybe the metal changed,am I doing something wrong,Is this just a cheap good for nothing iron?
I read that I should use a 60w for general RC stuff but most places I seen only have up to 45w,Where could I get a decent one for cheap if I cant get this one to work?
Im using 60/40 rosin core electrical solder
